I am greatly concerned about the situation of the Oneida Indian Nation in New York State. On November 16 Oneida women were assaulted by the Oneida Nation Police, a non-native security force acting on the direct orders of Ray Halbritter, the federally recognized “representative” imposed upon the Oneida people in 1993. Mr. Halbritter has used his enforcement arm to intimidate the Oneida people as part of his efforts to evict the Oneidas from their homes. Those who voice opposition to his regime are stripped of their human rights and face forcible eviction from their homes. This tragic situation among the Oneidas was highlighted in the October 28 edition of the New York Times. As a public official I am requesting your immediate attention to this serious issue and would like a specific explanation ask you to conduct an investigation to help restore democracy to the Oneida people.

Since your responsibility is to oversee all Law Enforcement in America, it is imperative that you are aware of a seriously volatile situation in Central New York. The Oneida Nation Police have assaulted and harassed the residents of the Oneida Indian Nation of New York on their own homeland. All Oneida Nation Police officers are United States Citizens and are still subject to the constitution of the United States. They still collect their pensions through New York State. They are violating human, civil and religious rights. They are also certified through Commission of Accreditation for Law Enforcement Agencies, COALEA, 10306 Eaton Place, Suite 320, Fairfax, VA 22030-2201

I request that you immediately demand a stay in any and all police and legal actions of the Oneida Indian Nation until a full investigation by your office is completed. I further request an immediate forensic audit of Mr. Halbritter, his council, the police force and the entire Oneida Indian Nation Government, businesses and services. In addition, I request that you require COALEA to revoke any certification or privileges of the Oneida Nation Police Force.

Since your responsibility is to oversee all Federally Recognized Nations in America, it is imperative that you are aware of a volatile situation in Central New York. The Oneida Nation Police have assaulted and harassed the residents of the Oneida Indian Nation of New York on their own homeland. You must be aware that the current recognized leader Ray Halbritter was stripped of his status as an Oneida spokesperson which was disregarded by the US Department of the Interior by then Assistant Secretary Ada Deer. Halbritter is no longer considered a leader among the Haudenosaunee people and uses the “traditional” status through your recognition.

Many citizens lobbied to keep Halbritter in power by signing a petition on his behalf to acquire the Turning Stone Casino. While it may appear that the Oneida Nation is doing great things for their community, members of the nation are victims of human, civil and religious rights violations. In addition, there is no accounting for the actions of Halbritter, his council, his employees or his newly acquired court system. It is imperative that an investigation be launched immediately before any further violations continue on behalf of the United States Citizens he employes.

Under the guise of a “Beautification Plan”, Halbritter ordered for the Oneida Nation Police and his Court Judge to enforce inspections on the few remaining residents of the Oneida Nation who suffered greatly.
